The Centre for Peace and Development Initiatives (CPDI) is committed to promoting robust, responsive, and accountable local governance systems in Pakistan. Recognizing the pivotal role of local governments in delivering essential services and fostering sustainable development, CPDI's efforts encompass policy analysis, stakeholder engagement, capacity enhancement, and public participation.

Policy Analysis

CPDI conducts comprehensive evaluations of local government acts and policies to identify areas for improvement. By providing evidence-based recommendations, CPDI aims to enhance the effectiveness and responsiveness of local governance structures. For instance, in collaboration with the Khyber Pakhtunkhwa Local Government, Elections, and Rural Development Department, CPDI analyzed the Khyber Pakhtunkhwa Local Government Act, 2013 (Amended 2019), offering insights to strengthen local governance frameworks.

Stakeholder Engagement

Collaboration is central to CPDI's approach. The organization works closely with local authorities, civil society organizations, and communities to promote inclusive decision-making and participatory governance. Through dialogue platforms and consultative sessions, CPDI fosters partnerships that bridge gaps between citizens and government officials, ensuring that development initiatives align with community needs.

Capacity Enhancement

To equip local government officials and community leaders with the necessary skills for improved service delivery, CPDI offers targeted training programs. These programs focus on participatory development planning, budgeting processes, and the localization of Sustainable Development Goals (SDGs). By building institutional capacities, CPDI ensures that local governments can effectively address the challenges of their constituencies.

Public Participation

Empowering citizens to actively engage with local governance processes is a cornerstone of CPDI's mission. The organization encourages public involvement through awareness campaigns, community forums, and participatory planning sessions. This inclusive approach ensures that the voices of all community members, especially women and marginalized groups, are heard in decision-making forums.

Notable Projects

1. Localization of SDGs through Participatory Development Planning by Tehsil Local Governments in Khyber Pakhtunkhwa In partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) under the Participatory Local Governance (PLG) project, CPDI assists the Government of Khyber Pakhtunkhwa in integrating SDGs into local development plans. This initiative involves:

  • Formulating SDG-Oriented Development Plans: Supporting 58 Tehsil Local Governments (TLGs) in creating medium-term development plans that reflect community needs and align with SDG targets.

  • Capacity Building: Training local officials on participatory planning and budgeting to enhance their ability to implement effective development strategies.

  • Public Awareness: Conducting campaigns to inform citizens about local planning processes and opportunities for engagement, with a focus on including women and marginalized populations.

This project aims to foster a collaborative environment where local governments and communities work together towards sustainable development.

2. Participatory Local Governance (PLG) Program The PLG program, supported by GIZ, aims to strengthen local governance systems in Punjab and Khyber Pakhtunkhwa. CPDI's role includes:

  • Enhancing Service Delivery: Assisting local governments in improving public services through digital innovations and efficient management practices.

  • Revenue Generation: Supporting municipalities in developing models to boost local revenue, enabling better service provision.

  • Citizen Engagement: Establishing platforms for dialogue between citizens and government officials to ensure that development initiatives are participatory and reflective of community priorities.

Through these efforts, the PLG program seeks to create transparent, accountable, and responsive local governance structures.
