1. Background
The Centre for Peace and Development Initiatives, Pakistan (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered UNDER SECTION 42 of the Companies Ordinance, 1984 (XLVII of 1984).
Centre for Peace and Development Initiatives (CPDI) in partnership with the Friedrich Naumann Foundation for Freedom (FNF) seeks to engage policy-makers, government, media organizations, civil society, state institutions, academia and youth within Pakistan to implement Right to Information (RTI) laws at national and provincial levels. Through this engagement, CPDI in cooperation FNF pursues a programme of ‘Right to Information’ and keep its vigilant eyes for an effective implementation of these laws by increasing of public demand for accessing right to information.
After a successful campaign for enacting quality RTI laws in Punjab and Khyber Pakhtunkhwa provinces, in 2015 the program will continue to chase the progress for drafting such good RTI laws in two other provinces i.e. Sindh and Balochistan. A joint ventured RTI program of both organizations will engage the provincial legislators, public officials and concerned stakeholders to draft new RTI laws for a transparent and governance efficient political structure in the respective provinces. Similarly, the program will advocate a public demand discourse by involving civil society organizations, young leaders and media personals to make them realize their responsibilities as active citizens and motivate them to practice their right to information and institutions within the existing scope of provincial jurisdiction.
2. Objectives
Media Reforms 2002 brought revolutionary changes in mainstream Pakistani Media. Now there is bulk of media channels operating in Pakistan. There are many media laws in Pakistan that control the liberalisation of media triggered by Media Reforms 2002. A research study on ‘Right to Information and Media Laws’ is designed in the project that aims to highlight to what extent media laws hamper or allow free flow of information. This study would be an analysis of media laws in light of right to information. Furthermore, this study will instigate a dialogue on repeal of media laws that hamper free flow of information. The consultant will work closely with CPDI research and project team to develop a research report on Right to Information and Media Laws in Pakistan.
3. Scope of Work
Development of Oversight Tools:
The consultant will perform following duties during his contract with CPDI:
- The consultant will develop appropriate methodology for the research
- The research should cover the constitutional framework of freedom of expression and Legal Framework of Right to Information in Pakistan
- The research should cover the over view of Electronic and Print Media Laws of Pakistan
- The research should focus on the linkages of RTI and Media Laws
4. Required Qualification
- Master degree in relevant discipline of social sciences with 4 years experience of managing research activities
- Excellent skills in research and report writing
- Knowledge of Relevant RTI and Media Laws

Position: Provincial Coordinator

Background:
The Centre for Peace and Development Initiatives, Pakistan (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered UNDER SECTION 42 of the Companies Ordinance, 1984 (XLVII of 1984).
‘Promoting Stable, Inclusive, and Tolerant Democracy in Pakistan through Enhanced and Informed Youth Participation, is a one year initiative of Centre for Peace and Development initiatives (CPDI). The project, through engaging youth in constructive and educational activities will enhance their understanding of the electoral process, democratic institutions, and of virtues of democracy over the period of one year. The project is built upon the notion that effective participation of people in elections and electoral processes largely depends on the level of information and understanding they have about the process, the system, and their rights.
TORs:
The list of key responsibilities includes:
- Assist the Project Manager in implementation of all project activities in the province of responsibility.
- Build synergies with the press clubs and provincial media associations.
- Establish liaison with the identified universities specially the social sciences department.
- Get the MOUs signed with the universities for implementation of project activities.
- Identify and profile active students for selection of male and female campus ambassadors.
- Profile students for sessions, camps, workshops and other project activities.
- Hold orientation seminars in universities.
- Organize trainings of youth on media literacy.
- Get at least four democracy blogs written by each youth media literacy workshop trainee
- Mobilize youth for participation in quizzes and contests.
- Organize trainings of media personnel on role of media in elections.
- Organize campus competitions including debates, essay contests, and quiz etc.
- Establish technology democracy camps.
- Organize mock debates and simulated elections.
- Mobilize and engaging youth into Fun Learning games and e-comics on www.Pakvoter.org
- Filling online reporting and database software’s for regular reporting and record keeping.
- Submission of all activity reports on prescribed format and in prescribed manner
- Submit monthly and Quarterly reports.
- Take part in CPDI review and planning meetings in Islamabad (as and when required by the management).
- Any other task assigned by the higher management.
Required Qualification:
- Atleast masters in relevant field
- Having at least 3 years experience in relevant field.
Additional Skills Required:
- Pakistani national must have fluency in Urdu,English and the regional languages.
- Resident of that area.
- Should be aware of gender and cultural sensitivities
- Ability to work in a team/individually with tight deadlines and under time pressure.

Project Title: Strengthening Civil Society for Improved Accountability

CPDI is working on a project “Strengthening Civil Society for Improved Accountability” in collaboration of National Endowment for Democracy (NED) in three provinces of Pakistan that includes Punjab, Khyber Pakhtunkhwa and Balochistan.
A Civil Society Network “Citizen’s Network for Budget Accountability (CNBA)” has been established under this project to track the budget making process at district level in all districts of Punjab, Khyber Pakhtunkhwa and Balochistan. The purpose of this initiative is to promote the participatory budgeting and track the performance of budget making authorities at district level through research based advocacy.
2. TORs:
CPDI is recruiting provincial coordinators for Balochistan and Khyber Pakhtunkhwa. The provincial coordinators should be based in provincial capital (Quetta and Peshawar). The candidates must have following abilities to perform his/her job:
- The candidates should be well aware of the geographical areas and districts of the province
- The candidates should have experience of working with the research-based advocacy organizations in Balochistan and/or Khyber Pakhtunkhwa
- The candidates should have understanding of district level budget making process, distribution of funds from provinces to districts, local government system

CPDI in collaboration with Creative Associates International is going to start a project named Developing Employability and Civic Education among Youth. This program is aimed to enhance the capability of youth to enter into job market, bridge the capability gap and making them acceptable for employers.
Job Description:
1. To train the selected students/youth; trainer would be required to impart training on one or more of the following modules.
- Written communication
- Verbal communication
- Interview skills (including writing resume, job interview skills, and online job searching skills)
- Computing skills (PowerPoint, excel, basic numerical skills and presenting results graphically)
- Civic education

1. Background
The Centre for Peace and Development Initiatives, Pakistan (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered UNDER SECTION 42 of the Companies Ordinance, 1984 (XLVII of 1984).
CPDI has been awarded a 15-months project titled, “Citizens’ Oversight of Federalism in Context of 18th Amendment (KPK)” under USAID Citizen Voice Project. The project activities will be implemented in 3 districts of KPK; namely Peshawar, Mardan, and Abbottabad.
The 18th constitutional amendment has significantly changed the nature of relationship between the Federal government and the provinces in Pakistan. It included 102 amendments, whereby various provisions of the 1973 constitution were amended, substituted, added to, or deleted. It has transferred a large number of powers, responsibilities and institutions to the provinces, and hence has empowered them to be able to efficiently respond to public needs, demands and aspirations at the provincial levels without needing approvals or concurrence from the Federal government. The reforms through the 18th amendment were widely agreed by political parties and appreciated by civil society, especially in the smaller provinces of the country.
In Pakistan, however, the biggest challenges usually relate to implementation of laws, policies or constitutional provisions. The implementation capacities are generally weak, whereas vested interests or players with interests in status quo also seek to obstruct or delay implementation of specific reforms. In relation to the 18th amendment, it is generally believed that bureaucracy at the Federal level is not willing to loose control and, therefore, has been offering resistance, which has slowed down the implementation process. Certain segments of political class also find it difficult to adjust with the new reality marked by a leaner Federal government and stronger provinces. On the other hand, provincial governments do not have the requisite technical capacities to quickly absorb the new powers, responsibilities and institutions within the existing scope of provincial jurisdiction.
2. Objectives
The consultant will work closely with CPDI research and project team to develop Oversight Tools on implementation of 18th Amendment in the province of Khyber Pukhtunkhwa. The special focus of the report will be on health, education, agriculture and food sector.
3. Scope of Work
Development of Oversight Tools:
The consultant will perform following duties during his contract with CPDI:
- The consultant will develop appropriate oversight tools and methodology for education, health and food and agriculture sector in KPK.
- The tools should be such that these could be helpful to generate periodic reports of education, health and food and agriculture sector.
- The consultant will help CPDI to develop the oversight report ones the tools will be prepared.

1. Background
The Centre for Peace and Development Initiatives, Pakistan (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered UNDER SECTION 42 of the Companies Ordinance, 1984 (XLVII of 1984).
CPDI has been awarded a 15-months project titled, “Citizens’ Oversight of Federalism in Context of 18th Amendment (KPK)” under USAID Citizen Voice Project. The project activities will be implemented in 3 districts of KPK; namely Peshawar, Mardan, and Abbottabad.
The 18th constitutional amendment has significantly changed the nature of relationship between the Federal government and the provinces in Pakistan. It included 102 amendments, whereby various provisions of the 1973 constitution were amended, substituted, added to, or deleted. It has transferred a large number of powers, responsibilities and institutions to the provinces, and hence has empowered them to be able to efficiently respond to public needs, demands and aspirations at the provincial levels without needing approvals or concurrence from the Federal government. The reforms through the 18th amendment were widely agreed by political parties and appreciated by civil society, especially in the smaller provinces of the country.
In Pakistan, however, the biggest challenges usually relate to implementation of laws, policies or constitutional provisions. The implementation capacities are generally weak, whereas vested interests or players with interests in status quo also seek to obstruct or delay implementation of specific reforms. In relation to the 18th amendment, it is generally believed that bureaucracy at the Federal level is not willing to loose control and, therefore, has been offering resistance, which has slowed down the implementation process. Certain segments of political class also find it difficult to adjust with the new reality marked by a leaner Federal government and stronger provinces. On the other hand, provincial governments do not have the requisite technical capacities to quickly absorb the new powers, responsibilities and institutions within the existing scope of provincial jurisdiction.
2. Objectives
The consultant will work closely with CPDI research and project team to develop Training Manual on implementation of 18th Amendment in the province of Khyber Pukhtunkhwa. The special focus of the report will be on health, education, agriculture and food sector.
3. Scope of Work
Training Manual on Implementation of 18th Amendment in KPK
Under this project CPDI will organize three trainings of Journalists/CSOs in three districts of KhyberPakhtunKhawa. The Purpose of these trainings will be to improve the capacity of local journalists from the target districts for better quality reporting on 18thamendment and related issues. The issues to be covered may include, among others, roles and responsibilities of provincial governments/legislatures in post-18thAmendment situation, international best practices in terms of governance and citizens’ oversight, and media responsibilities in the context of 18th amendment. It is estimated that 60 journalists/CSO’s activists would be trained on 18th amendment and related issues during these training.

Job Description:

Research Skills:
- Developing appropriate research methodologies, designing data collection instruments, collecting data (or supervising data collection), tabulating and analyzing data, and writing research reports on research conducted.
- Identifying research problems and topics linked to CPDI’s overall mandate, initiate and develop concept papers and research proposals on identified themes, including progress reports, estimating resource requirements and developing implementation frameworks for research initiatives.

Under this project CPDI will organize three trainings of Journalists/CSOs in three districts of KhyberPakhtunKhawa. The Purpose of these trainings will be to improve the capacity of local journalists from the target districts for better quality reporting on 18th amendment and related issues. The issues to be covered may include, among others, roles and responsibilities of provincial governments/legislatures in post-18th Amendment situation, international best practices in terms of governance and citizens’ oversight, and media responsibilities in the context of 18th amendment. It is estimated that 60 journalists/CSO’s activists would be trained on 18th amendment and related issues during these training.

The consultant will develop Information, Education and Communication material to create awareness for implementation of post 18th amendment service delivery mechanism in the province of Khyber Pakhtun Khawa. In order to reach out to the people at large, information, education and communication (IEC) materials will be prepared on the 18th amendment, its salient features, its importance and the challenges in its implementation and the role that the citizens should play for its efficient and people friendly implementation. Such materials will include posters, pamphlets, leaflets, and stickers. These will also be disseminated in the target districts, especially in and around government officers, colleges, universities, and public events including conferences, fairs and meetings. 24000 copies of IEC material will be produced.

Under the project, sector specific policy briefs will be prepared, which will provide the context, progress already made, challenges being faced, critical gaps in terms of steps taken or methods used, and specific reforms or corrective measures. These briefs will be prepared on the basis of findings on existing research and best practices but also interviews of key informants including government officers and civil society activists. In certain cases, focus group discussions will also be held to collect views of all stakeholders. The main focus will be Health, Education and Agriculture.

1. Background

CPDI has been awarded a two-year project titled, “Our Money, Our Responsibility” by UKaid under its Ilm Ideas Program. The project will be implemented in 2 districts of the Punjab; namely Jhang and Toba Tek Singh. The project will use Public Expenditure Tracking Survey (PETS) to track the flow of resources through various levels of government to the end users and will identify leakages. PETS will be used to determine efficiency of human resources and absenteeism, leakage of funds, corruption and implementation status of Article 25-A of the constitution.
The PETS will be applied on 1000 schools of the project districts selected through stratified systematic sampling. The overall goal of the project is to change the behaviour or action of the stakeholders in the public expenditure process to improve the efficiency of spending and service delivery.
2. Objectives
District Coordinator will conduct research activities that include survey, focus group discussions, interview etc. and advocacy activities that include liaison with district government, stakeholders meetings and press briefing.
3. Scope of Work
District Coordinator will have the responsibility of conducting the PETS-based research, and disseminate the results at local level.
3.1 Research Activity
• Conduction PETS on selected sample of schools during the project cycle
• Survey, key informant interviews, focus group discussion and other research related activities

• Dissemination of research results to wider audience at district level

With the support of National Endowment for Democracy (NED), Centre for Peace and Development Initiatives (CPDI) is implementing a project on “Strengthening Civil Society to Improve Accountability” since February 2006. Initially, the project was implemented only in the Rawalpindi district but, later, its scope was expanded to district Jhang in 2008-09 and district Khushab in 2009-10. In 2013, the project was further expanded to remaining thirty three districts of the Punjab. Main objective of the project is ‘to promote democratization by establishing and strengthening mechanisms of enhanced public participation in monitoring and accountability of use of public funds by public authorities in the districts and members of provincial/national assemblies.
Job Responsibilities:
- The Project Manager will provide facilitation and technical support to the budget network, Citizens Network for Budget Accountability; so that it can continue to efficiently monitor the use of public funds and take initiatives to make the relevant public authorities accountable.
- S/he will be responsible for aiding the project team and budget network partner organizations in drawing up implementation plans, designing and conducting surveys, budget advocacy and dealing with government officials to gather relevant budget documents.
- S/he will assist network members in keeping a close liaison with the government officials.
- S/he will conduct budget related trainings with different stakeholders including the network members, journalists, public officials and other civil society organizations.

1. Background
The Centre for Peace and Development Initiatives, Pakistan (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered UNDER SECTION 42 of the Companies Ordinance, 1984 (XLVII of 1984).
CPDI has been awarded a 15-months project titled, “Citizens’ Oversight of Federalism in Context of 18th Amendment (KPK)” under USAID Citizen Voice Project. The project activities will be implemented in 3 districts of KPK; namely Peshawar, Mardan, and Abbottabad.
The 18th constitutional amendment has significantly changed the nature of relationship between the Federal government and the provinces in Pakistan. It included 102 amendments, whereby various provisions of the 1973 constitution were amended, substituted, added to, or deleted. It has transferred a large number of powers, responsibilities and institutions to the provinces, and hence has empowered them to be able to efficiently respond to public needs, demands and aspirations at the provincial levels without needing approvals or concurrence from the Federal government. The reforms through the 18th amendment were widely agreed by political parties and appreciated by civil society, especially in the smaller provinces of the country.
In Pakistan, however, the biggest challenges usually relate to implementation of laws, policies or constitutional provisions. The implementation capacities are generally weak, whereas vested interests or players with interests in status quo also seek to obstruct or delay implementation of specific reforms. In relation to the 18th amendment, it is generally believed that bureaucracy at the Federal level is not willing to loose control and, therefore, has been offering resistance, which has slowed down the implementation process. Certain segments of political class also find it difficult to adjust with the new reality marked by a leaner Federal government and stronger provinces. On the other hand, provincial governments do not have the requisite technical capacities to quickly absorb the new powers, responsibilities and institutions within the existing scope of provincial jurisdiction.
2. Objectives
The consultant will work closely with CPDI research and project team to develop comprehensive report on implementation of 18th Amendment in the province of Khyber Pukhtunkhwa. The special focus of the report will be on health, education, agriculture and food sector.
3. Scope of Work
Baseline Report on Implementation of 18th Amendment in KPK
The report will help in clearly establishing the existing situation and then in tracking the progress that is made through the project. It will be developed on the basis of a scientific methodology as appropriate for this project. It will take into account, among others, the current implementation status, any critique of implementation, level of citizens’ participation or oversight, number and capacity of local civil society groups involved in work on 18th amendment or federalism in general, and researches already undertaken. This baseline will be used to inform and plan project interventions as well as to measure project progress in the following quarters as well as at the end of the year. Various research tools will be employed for finalizing the baseline report. These will include desk research, focus group discussions with CSOs and citizens’ groups, key informants interviews, review of existing research and relevant media coverage. An end line report would be prepared to compare the results with baseline and gauge the progress that project interventions have made

The project will be implemented in 2 districts of the Punjab; namely Jhang and Toba Tek Singh. The project will use Public Expenditure Tracking Survey (PETS) to track the flow of resources through various levels of government to the end users and will identify leakages. PETS will be used to determine efficiency of human resources and absenteeism, leakage of funds, corruption and implementation status of Article 25-A of the constitution.
The PETS will be applied on 1000 schools of the project districts selected through stratified systematic sampling. The overall goal of the project is to change the behaviour or action of the stakeholders in the public expenditure process to improve the efficiency of spending and service delivery.
2. Objectives
The program Manager will lead a research and advocacy team to produce quality research and disseminate the research results at local, provincial and national level.
3. Scope of Work
The project manager will have the responsibility of commissioning and managing the PETS-based research, writing reports on basis of data collected through PETS and disseminate the results at local, provincial and national level.
3.1 Research Activity
- Teaming up with CPDI research department, senior management to refine and develop core research needs to be addressed by the project
- Ensure that detailed research protocol are developed including a detailed implementation plan

Worst affected by this situation are the poor segments of population, who do not have effective voice in the education sector governance; nor do they afford to send their children to private schools. It is significant to mention here that the meagre funds that were allocated to education were littered with problems like secrecy, nepotism, favouritism and corruption. While a consistent and concerted effort is required to pursue government to increase education sector allocations, a much needed step should be to analyse the use of allocated funds and to determine whether these funds and services are reaching to end users as the government documents show.

2. Objectives
APM’s will conduct research activities that include survey, focus group discussions, interview etc. and advocacy activities that include liaison with district government, stakeholders meetings and press briefing.
3. Scope of Work
APM will have the responsibility of conducting(GR&CP) survey in 4 districts and analysis of existing transparency mechanism. Raising awareness in youth and citizens on RTI.
3.1 Research Activity
• Coordination of Ground Realities and Corruption perception survey, key informant interviews, focus group discussion and other research related activities.
• Analysis report on existing transparency network district wise.
• Organizing and updating the project event reports, attendance sheets and other records as mentioned in the Project Management Plan.
3.2 Advocacy Activity
• Dissemination of research results to wider audience at district level.
• Establish long-term engagement with the district government on the basis of research results

ESSENTIAL QUALIFICATIONS:
1. Pakistani national fluent in written and spoken English and Urdu.
2. A Minimum of a Bachelor’s Degree.
3. Demonstrated experience in social mobilization, surveys, FGDs and facilitation.
4. Ability to make work plans.
5. Expert knowledge of constituency.
6. Be a current resident of the designated Constituency.
7. Fluent in standard computer programs, including online applications, Microsoft Word, Excel, and PowerPoint, and excellent typing skills in English.
8. Demonstrated self-initiative, ability to work in a highly-productive team, and ability to work to tight deadlines and under time pressure.

JOB PURPOSE: CPDI is a member organization of the Free and Fair Election Network (FAFEN). With the support of The Asia Foundation, FAFEN is implementing a nationwide program entitled, “Supporting Transparency, Accountability and Electoral Processes in Pakistan” program to strengthen all forms of democratic accountabilities in the country. Under the program, one of the primary objectives is to encourage active citizenry to hold elected representatives accountable and answerable to their constituents.
The Coordinator 2 will be required:
1. To assist in the following:

Context:
The Centre for Peace and Development Initiatives, Pakistan (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It was established in September 2003.
CPDI has its main office at Islamabad; however projects are implemented throughout Pakistan.
CPDI is initiating a Long Term Election Oversight and Reforms project. We have an opening for Election Observation Manager for this project.
Key Responsibilities
- To manage the election observation operations
- To supervise the recruitment of long and short-term observers
- To implement trainings, ensure implementation of programme activities and monitor the quality of work through regular field visits
- To ensure timely management reports to TDEA-FAFEN
Personal/professional Skills:
Education:
Candidate should possess at least a Master’s degree preferably in a discipline of social science
Experience:
Candidate should possess at least 5 years of work experience in relevant field. Preference should be given to a candidate who has served FAFEN in a capacity of district or constituency observer during 2008 general elections and have continued work with the DGP and STAEP projects.
Competencies:
Candidate must be politically neutral and declare neutrality. Candidate should be well versed with MS Office and Internet Use. He/she should be fluent in Urdu, English (both verbal and written communication) and one regional language.
